The "GEI-Mexico" Voluntary Program during the past 10 years created the base to ensure the success of the newly promulgated National Registry. In addition to training and testing GHG accounting, the program induced the creation and development of third party certifying companies and detected the regulatory requirements needed to ensure the success of the program. Once the regulated program is in place it will mandate organizations that emit more than 25,000 MtCO_2e to report to the federal environmental agency. The voluntary program may allow the participation of value chains (associated seller to large retailers) and smaller generators to obtain public recognition for their efforts.
