In this paper, based on the heavy metal level of the cigarette, four kinds of heavy metals which are As, Pb, Cd and Hg are chosen as an evaluation factor of cigarette quality. Three-class classification standard as well as the three-class sampling model for cigarette quality is also established. By using the finite Markov chain imbedding approach, the acceptance probability of this batch of cigarette can be obtained easily. In addition, for the optimization of the parameters of the three-class sampling model, a parameter optimization model is constructed with the constraint that the producer's risk and consumer's risk reduces simultaneously. Numerical results show that the three-class sampling model has applicability.
