Hurricane Sandy was a significant storm event for the New York and New Jersey Atlantic Coastline. Record breaking water levels and offshore wave heights severely impacted beach, dune and barrier systems. Several USACE coastal projects qualified for reconstruction under the Flood Control and Coastal Emergencies (FCCE) Act, PL 84-99, and through the Disaster Relief Appropriations Act of 2013 (the Sandy Relief Bill, or PL 113-2). Due to the emergency situation sand requirements for each FCCE project were rapidly estimated using an equilibrium profile methodology, which produced volumes within average 15% of the actual placed volumes.
