Roads in Catalonia form an integrated network of 12.110 km length witch is owned and managed by different public administrations. The Government of Catalonia is responsible for the maintenance of over 6.000 km length network. These roads pass through areas with complex relief and large climatic diversity witch means that at least once a year, the entire network is liable to have frost or snow episodes. Furthermore, 400 km of roads are above 1,000 meters high, where the winter road maintenance is very intense for at least 5 months per year. Most of winter maintenance operations are under direct management, coordinating 37 road operation centres, more than 125 snowplough and 99 bulk salt storage facilities with a total capacity of 11.000 tones. Catalonia’s Road Authority manages the Winter Maintenance Program witch is developed through: 1. Annual preventive maintenance plan that includes preventive treatments 2. Winter maintenance action plan that includes curative actions and snow removal 3. Snow Emergency Plans (NEUCAT plan) and Avalanche Safety Plan (AllauCat) Since 2001 the Road Authority has developed a GPS-based system which helps to coordinate and analyses all data collected by sensors and controls on snow-fighting vehicles. Through this system the Authority can know the position and the operational situation of each vehicle and generate report and maps that help in coordinate action plans, conduct situations analyzes and reducing road maintenance costs in winters.
