In our country, coal combustion power generation is the primary method for generating electricity, and the energy-saving and emission reduction has become an urgent task. AHP is a method of combination of qualitative and quantitative. Considering seven indexes of coal consumption, SO_ emissions, water consumption and electric, this paper firstly constructed a three layer hierarchical structure model, secondly obtained judgment matrices of every layers, verified the consistency of the judgment matrix with MATLAB algorithm and calculated the weight vector, finally obtained weights of the five power plants by integrated evaluation. The results show that, using the analytic hierarchy process can fairly and objectively evaluate the effect of energy-saving and emissions reduction, which can as a reference.
