This article makes some basic analysis of the liable environment construction of industrial city and explores the development patterns of the livable environment construction of Shenyang Tiexi old industrial relocation zone, which can provide ideas and references for other old industrial cities to realize the goal of the livable environment construction. With the sustained and rapid development of economy, the progress of our country's urbanization speeds up obviously, urban comprehensive service function strengthens, and the single production function of old industrial cities was substituted as well. After establishing a new road to industrialization of low carbon, energy saving, environmental protection and strengthening the livable environment construction, some large industrial cities such as Tianjin, Chongqing, Shenyang and Wuhan have changed into the comprehensive economic center cities gradually. Urban livability has become a common topic of urban planning around the world. Especially in the next few decades China will step into a stage of high-speed urbanization. As large populations rush into large cities, the challenges on the ecological environment, energy, transportation and residence will increase gradually. People is the main part of the city, it is an important direction of urbanization to strengthen the construction of liable environment.
