What does a Chief of Air Staff (CAS) require from his Air Force? This is a question that is asked by every CAS when he takes post and it is the most important thing during his reign. The answer is very simple: The best aircraft, support equipment and fully trained personnel able to fulfil that countries defence requirement. The first 2 elements of this requirement are very simple to achieve and only constrained by the budget of that country. The latter is significantly more difficult to achieve given the current restrictions facing every nation in the world. The aim of this paper is to outline why a new approach is required to train operational aircrew to operate the most sophisticated air vehicles to their full operational capability.
