When we think of preventive maintenance, OSBL (outside battery limits) piping doesn't necessarily come to mind. One reason is that availability of process units (available uptime) gets more attention. OSBL is not even captured directly in Solomon benchmarks, instead being hidden among other units. A second reason is OSBL line redundancy, so a failure in one line may not impact availability of units, and as a result may be perceived as less important to fix.
