U.S. NOISE POLICY ON THE 30~(TH) ANNIVERSARY OF INCE/USA

Although NCA-72 has never been rescinded by the Congress, its requirements are not being implemented, and EPA has now been ignoring its responsibility as “leading Federal agency” in noise control for more than 20 years. Nonetheless, several other Federal agencies do have continuing policies that relate to noise and its control. These policies generally cover specific sources, or specific environmental or occupational settings, within the purview of the individual Federal agencies. A unified national noise control policy representing an overall plan for the Nation and covering all sources of environmental and occupational noise does not exist at this time. In the absence of any national policy, State and local agencies are making limited progress in providing low-noise environments for the American people.
