This paper describes the development of a three degree of freedom device that allows the determination of the response of tall buildings under wind loading, through wind tunnel tests with rigid reduced scale models. The objective is the determination of the mean and fluctuating responses in the two fundamental bending modes, assumed as linear, and the torsional mode, assumed as constant along the height. The device can be used in tests of models with different geometries, and allows the adjustment, with great simplicity, of structural damping, stiffness and inertia, in each direction individually. To validate the device, wind tunnel tests were performed with a reduced scale model of the CAARC Standard Tall Building. The agreement among the compared values allows the conclusion that the device simulates satisfactorily well the dynamic behavior of high rise buildings under wind loading, even for aeroelastic phenomena such as the resonance due to vortex shedding.
