Stakeholder Involvement in Catchment and Mining Impact Management in Arid Zones of Peru, Bolivia and Chile: The Experience of the CAMINAR Project

The CAMINAR Project (Catchment Management and Mining Impacts in Arid and Semi-Arid South America), funded by the European Commission 6th Framework Program, had the objective of contributing to the establishment of policy options, management strategies and technologies for the sustainable management of ecosystems in river-basins of arid and semi-arid South America which are subject to impacts from mining. The project focused on three river basins: the Chili River Basin (Peru), the Poopo Lake Basin (Bolivia) and the Elqui River Basin (Chile). In each of these basins CAMINAR established multistakeholder platforms to discuss water and mining in the context of river basin management. Each of the platforms was set up by local partners taking into account the needs and opportunities of the particular social configuration of their river basin. In Peru, it became a Technical Group under the umbrella of the Regional Government of Arequipa; in Bolivia, an active process of involvement with communities at municipal and regional levels; and in Chile the project became involved in the establishment of a Regional Roundtable on water management. Miners need to foster the creation of independent river-basin organisations to obtain the social license to operate.
