The aim of the research paper is to present results of technical review of the proposed method of safety regulation by legally mandatory Common Safety Method (CSM) in the GB Rail domain using publicly available data from the ERA, ORR, RSSB and Network Rail websites. The CSM relies upon the decision criteria of Expert Judgement to decide whether a change is significant or not. If the change is significant then the procedures within the CSM apply. The results of the technical review are presented in the form of latent errors that endanger the application of the CSM, a risk based approach. Section 1 introduces concepts of latent errors and discusses the latent errors in the application of Common Safety Method. Section 2 discusses the SIRI Methodology using which the latent errors were discovered. Section 3 concludes the discussions.
