This paper analyses institutional approaches to embed eco-innovation in the urban realm, contrasting radical step change with incremental change. It firstly reviews three different eco-innovation models: CleanTech, Eco-design and Product Service Systems. The paper then summarises different institutional approaches that can be adopted by local governments. It reviews three cities' practices to embedding eco-innovation: London, Copenhagen and Stockholm. It concludes by identifying some of the opportunities and challenges that governance models need to overcome in order to achieve a step change to business as usual.
