Famine/food crisis is one of the many prevailing situations around the globe and is worst in several parts of Africa. Out of the many considerate factors, the geographic nature of the landscape, political instability and corruption augments the intense droughts and worsen the situation of food scarcity and malnutrition, despite of a number of aids reaching them via United Nations and various other organizations. Another highly impacting factor is the lack of infrastructure and latest agriculture technology that could help improve the situation by producing enough amount of food for the needy people. In this paper, we explore the existing situation in a particular location, the Horn of Africa, and present a potential conceptual solution by develop an infrastructure to produce food. The proposed system aims to tackle the situational complexity and the prevailing situation for a particular location scenario. We do this bringing in concepts and integrating the works from various technical fields such as controlled environment agriculture, food growing and production in space, robotics, automated system as well as recent advancements in sensor system technology and its related field. Just the traditional methods of agriculture and irrigation are not able to address the situational needs of the people. Also the landscape and the complexity of constructing land based agricultural and irrigational infrastructures limit the area's capability to produce enough food. Hence our proposed concept aims to explore and address the need and improve the situation, thereby adding a new dimension to the methods of agriculture and food production.
