A Quantitative Comparison between Integrated Solar Combined Cycles and Stand-alone Plants in the Middle East Context

In the Middle East and North Africa (MENA) region, there are at least four Integrated Solar Combined Cycle (ISCC) plants in operation or under construction, each with a peak solar contribution in the region of 20 MW of electricity, and one large parabolic trough Rankine cycle hybrid plant (fossil fuel augmentation). Drawing from Parsons Brinckerhoff's experience in concentrated solar power through projects in Australia, Spain and South Africa, as well as their extensive involvement in CCGT projects in the Middle East, a quantitative evaluation of performance and cost implications is presented comparing ISCC concepts with their alternative stand-alone CCGT and parabolic trough plants. Typical Middle Eastern Direct Normal Irradiation (DNI) and climatic data is used together with design concepts based on typical regional constraints such as water availability and summer capacity demand. The evaluation includes comparative annual energy yield determinations and net power outputs, together with a comparison of cost estimates of the options in relation to one another.
