The paper presents basic issues connected with the development of the optimal control of an Unmanned Surface Vehicle (USV) when used in the process of minimizing threats to security within the harbour areas. Specific nature of USV operation when carrying out protection tasks requires a different view on the system structure from the hardware perspective and on the processes of decision making other than that when carrying out other tasks. Correct determination of both factors has a decisive influence on the effectiveness of the mission carried out by the vehicle in this case.
