This article analyzed the potential will of different citizen traveling to Hangzhou from the point of view of the intentional standard of tourism consumption, used fuzzy clustering to guide the distribution strategy of travel coupons, arrived at a detail classification and ranking of cities. Then it carried out a comprehensive analysis based on the result of fuzzy clustering and drew some proposals used to guide the distribution strategy of travel coupons by giving an application instance.
