In order to improve Search and Rescue (SAR) response capability in planning the search mission more quickly and more efficiently, an operational optimal search effort allocation algorithm is presented adopting a heuristic search method. A theoretically optimal search efforts allocation algorithm which uses the random detection model is presented. Using the search plan made by the theoretically optimal allocation algorithm as a reference, an operational optimal search rectangles allocation model is proposed based on the search rectangles of search units and the operational constraints which developing search plan needs to comply with in the actual Maritime Search and Rescue (MSAR) operations. The algorithmic steps for solving optimal search rectangles allocation model are proposed. At present, a decision support prototype system of MSAR is realized based on the operational optimal search rectangles allocation algorithm. The prototype system is integrated into our Maritime Search and Rescue Simulation System (MSRSS) as a simulation unit in order to improve the function of MSRSS.
