This paper discusses an attempt to integrate safety and security issues with respect to functional safety analysis. Taking into account distributed control and protection systems the issue of integrating functional safety with security analysis appears. This integration is connected with some classification of communication channels used in the system as well as occurrence of the SCADA (supervisory control and data acquisition) solution. Both mentioned aspects should be included in the security vulnerability assessment carried out for such kind of systems. Another difficulty is the fact that both safety and security aspects consist of two different groups of functional requirements for the control and protection systems. In the paper it is proposed that the security aspect should be considered as a risk parameter taken into account in the functional safety analysis as well as its influence on uncertainty of results.
