A four story steel moment frame that suffers from a weak-story failure mode is enhanced by means of a passive control technology following the seismic-reduction performance curves. The steel plate dampers with slits are then designed using the demanded additional stiffness and strength. To evaluate the seismic performance of the passive controlled structure, substructure online hybrid tests were conducted. The bay in the first story installed with a damper was taken as the tested substructure, while the rest was treated numerically by ABAQUS. The result indicates that the enhanced steel moment frame satisfies the deformation demands of 1/50. However, the story deformation concentration cannot be avoided once a larger seismic input was considered.
