Implementing Ozone At the F.J. Horgan Water Treatment Plant

The F.J. Horgan Water Treatment Plant is one of four water treatment facilities in the City of Toronto. It is currently undergoing a 230 ML/d capacity expansion to increase its overall capacity to 800 ML/d. A major component of the expansion will be the conversion to ozone for primary disinfection and taste and odour control for the entire 800 ML/d process stream. Construction is currently on-going and the commissioning is anticipated to begin in the first quarter of 2012. The paper will focus on the steps that were undertaken to implement ozone at this facility including factors that lead to the selection of ozone, technical consideration during the design phase, contractual considerations that lead to the pre-purchasing of the ozone equipment and the importance of leveraging the experiences and lessons learned from other municipalities.
