The whole process of cost management is a new management model which is recently rising in the engineering consulting. The focus of engineering consulting has changed from the construction phase to the entire process of building. This paper analyzes status and problems of the engineering consulting sector in the whole process cost management mode. It designed the cost control mode of the engineering consulting firm. It research Appraisal Methods of the whole process of project cost control consulting.
