Research on Technical Progress and Efficiency of Regional Information Resource Output in China Based on DEA

摘要

Taking the index of information resource infrastructure and labor force as input variables and the turnover of post and telecommunications industry as an alternative output variable, this paper analyzes the information resource productivity of China in recent years based on DEA (Data Envelopment Analysis) and the Malmquist index. The result shows that technical progress plays an important part in the effective production of information resources, the technology advances remarkably and harmoniously across the country, the scale efficiency has enhanced to some extent and the return scale is in the increasing stage in nearly all areas, and the scale-expanding helps to improve efficiency. Meanwhile, the pure technical efficiency is relatively stable and the gaps in scale efficiency and pure technical efficiency are not clear in eastern, western and central parts in China. Of course, technical efficiency has no relation with GDP. The total factor productivity enhances due to the contribution of technical progress and scale efficiency in most provinces and cities of China.
