Joint Operation Plan (JOP) comprises all massive and necessary information of Joint Operation, including the objectives, military forces, military disposals and courses of action. It is the physical modal of C2 and operational decisions, and is one of the most critical means to apply C2 and make all forces cooperate effectively. An extendable ontology model of JOP is proposed in this paper, which explicitly provides the aggregate concepts, the hierarchical relation and the relationship attributes of JOP. The most attracting characteristic of the proposed ontology model is its expressing ability and adaptive ability, which make it satisfy newly emerging demands in the applications of JOP, and are verified by case analysis in this paper. The applications of the proposed ontology model we can forecast include the reasoning, verification, and validation of JOP, and it is also a critical technique in the development of advanced C2 systems.
