Level-of-service of signalized intersection is an important index that can reflect the condition of an intersection. It also reflects the degree of the condition provided by the intersection that can meet the requirement of smoothness and safety. Comprehensive evaluation of signalized intersections' level-of-service plays an important role in rational design and traffic improvement scheme of intersections. By the intensive analysis of evaluation indexes of existing traffic state, saturation, average queue length, and delay are selected as comprehensive evaluation indexes. Considering characteristics of evaluation indexes, indexes weighted sum is used to build a comprehensive evaluation function. In view of the more objective evaluation on availability of information, the theory of Information Entropy is adopted to determine the weight coefficients of these evaluation indexes. Reference to the classification standard of exiting signal intersection service level, suggested value of signal intersection service level corresponding to the comprehensive evaluation function is given. Example analysis showed that the comprehensive evaluation method and level graded was feasible, and evaluation results were consistent with the existing methods.
