This paper contributes to the development of a holistic quantitative risk allocation model for Public Private Partnership infrastructure projects. When dealing with the literature about risk allocation in Public Private Partnerships it becomes clear that no standard approach exists. This applies to a general model and particular parameters on risk allocation in Public Private Partnerships. This paper presents a systematic review of literature allowing an analysis of the mentioned parameters. The focus lies on literature from the UK, German speaking Central Europe or regionally unspecified publications. The determined publication pool was used to extract parameter characteristics for four defined categories to be summarized, synthesized and interpreted. The results may help to develop a global optimization function as well as to develop criteria to determine which party should take the risk, which constraints need to be considered, and which influence factors require further attention.
