Discussion on Disturbed Partition Circular Matrices and Its diagonalization

In this paper, the concept of disturbed partition circular matrix is introduced, and its determinant, eigenvalue, diagonalization and decompose are also pointed out. And the results in theorem [1] and [2] are popularized.
