Development of electric cars represents the direction of development of new energy cars and represents the direction of development of low carbon urban traffic. Application and promotion of electric, cars will be largely out of the city's dependence on oil transportation and reduce carbon dioxide emissions. This paper analyzes the development of electric cars on urban active role in the construction of low-carbon transport, and presents the problems in the development of electric cars. Then this paper presents the need of enterprises and scientific research units, the market, the Government of the three main functions together to adopt the path of "technology innovation, market-oriented, government support," to achieve the target urban low-breaking traffic.
