Resources were divided into two types, Physical Resources and Funds, When project was implemented, they were all need. It was supposed that Funds quantity was relative dominant compared to physical resources. Physical Resources and Funds can mutual conversion via external leasing market, A model of project portfolio selection was constructed, with considering funds soft constraint and fuzzy project value. Further, resources conversion theoretical frame constructed was proposed , and the concepts of constraint false violation and constraint true violation were put forward. Genetic algorithm(GA)was adopted to solve the problem , and it was effective. Simulation test show resources can be integrated and utilized sufficiently.With considering resources conversion condition, more benefit of project portfolio selection be obtained. This paper give a economical solving ways for project portfolio selection problem under uncertain condition.
