Guarantee mechanism includes organization guarantee, legal guarantee, rescue teams guarantee, rescue equipments support, disaster relief materials guarantee, relief funds guarantee, technical guarantee, international cooperation mechanism, social mobilization mechanism and the development of disaster supplies industry. Post-disaster relief, rehabilitation and reconstruction mechanisms include disaster rescue, repair and restoration, secondary disasters prevention in disaster areas, resettlement of victims and post-disaster assessment.
