The Strategy of Using Safeguard Measures to Avoid China's Industry Risk

Safeguard measures are not only an application of "principle of change of circumstances" popular in international community, but also a safety valve under WTO rules. In this paper, the authors approached the reasons why foreign countries applied safeguard measures and special safeguard measures against China in recent years, and also provided a review and assessment on the current legislation related to safeguard measures in China. In the end, the authors suggested strategies to avoid the industry risk and at the same time to use safeguard measures and to protect China's domestic industries improvingly and effectively.
