Global optimization techniques are desired intensely in water resource and hydrology. In this study, an optimization software package named 1stOpt will be introduced firstly, especially its unique "Universal Global Algorithm" , and then, the package could be applied in two common math problems ; function optimization and nonlinear regression , and two engineer hydrological problems ; reservoir regulation and river flood routing. The successful performance shows that the 1stOpt package is very effective and robust on global optimization, and is superior to other similar products on the field of engineer hydrology.
