摘要

The coupling system of flood forecasting / regulation and management to flood control decision — making in the lower Yellow River Basin ultimately aims to realize the combination between rainstorm forecast, flood prediction, flood regulation and flood —control regulation. The 1st phase of the system has set several models of information pick — up, hydrological analysis, visual flood forecast and regulation, result display and output, and database management etc. It not only realizes real — time flood regulation based on real — time flood forecast, but also can carry on integrated analysis according to flood process. Coupling the flood forecast and regulation system composes almost a complete decision — making system, which has been applied in flood — control decision — making of the lower Yellow River in recent years.
