摘要

Guantao county is a agricultural county which is lake of water resources,it is also a pure well irrigation district which extract its groundwater to maintain the socio-economic development, Agricultural irrigation accounts for 85% of the county's total water consumption. In order to solute the conflict of the imbalance between supplication and consumption, After years of efforts to explore,expecially we began to implement the project of World Bank from 2000,we introduced the advanced ET theories,construct the relationship between ground water and ET based on the monitoring, analysis and calculation,we also developed the "the allocation of water resources and construction of water rights system" which is operational and regard ET as baseline of water fights. Adopt water-saving measures and management means to reduce the value of ET, manage the ground water through ET, So as to achieve the balance of underground water resources, between consumption and supply,and zero excessive extraction of underground water, we also achieve sustainable use of water resources, and we can make use of ET directly to evaluate the balance between consumption and supply of groundwater.
