China has beneficial conditions for developing wind power. The wind energy resources are rich terms of exploitable capacity. Under the restraint of the society's goal for resource conservation and environmental friendliness, the development and construction of large-scale non-grid- connected wind electricity will without a doubt have significant influence in the Chinese electricity industry. As the heavy energy consuming industry, the high consumption of energy industry- the colored metallurgy industry is also the fundamental industry for China economic development. When the industry scale is gradually expanding, the structural contradiction becomes more prominent, in particular, the resource and environmental pressures placed in industry development. Obviously, this energy issues threatens the sustainable development of the colored metallurgy industry. So, by combining the development of this industry with the construction of large-scale non-grid-connected wind electricity, a link emerges between distribution of wind power and the colored metallurgy industry will help. Speeding up the construction of the wind power-colored metallurgy industry bases has important meaning. By analyzing the influencing factors and the layout of wind farms and the colored metallurgy industry, this paper establishes the basic research frame for wind electricity industry layout with the consideration of colored metallurgy industry. Taking the province territory scale as the example, the paper discusses the link layout of the bases of the national wind electricity industry and colored metallurgy industry in China. We identified six provinces that are suitable for building first-level wind power and colored metallurgy industry bases and other seven provinces that can be built as the second-level wind power and colored metallurgy industry bases. This is a preliminary study and more study will be needed.
