The Citation analysis method in Webmetrics is adopted in this paper to establish three web quality indicators: Self-link Web Quality Indicator (SWQI), External Web Quality Indicator (EWQI), and Promotion Web Quality Indicator (PWQI). In addition, a Total Web Quality Indicator (TWQI), that combines SWQI, EWQI, and PWQI and is used as a comprehensive indicator to evaluate the total performance of websites. This paper also selects the 128 university's websites in Taiwan to justify the proposed indicators.
