摘要

The international human resource management models developed in the last decade pursue a contextual analysis of the standardization (global integration) of multinational parent companies' human resource management policies and practices and localization (local differentiation) of host countries' practices. Questions of increasing the efficiency of scientific-research and design and construction work, and of shortening the times for the design and introduction of new equipment into production, are of great importance for the national economy. To solve these problems, in design organizations systems of long-term norms must be created, including the development of large-scale and differentiated norms for labor consumption, as well as of cyclic norms, i.e., of norms for the duration of a cycle for the completion of a theme, a stage, the whole work.
