TODAY'S many serious and challenging energy and environmental issues first began to appear with the coming of the Industrial Revolution of the eighteenth century. As the total amounts of the energy of many countries consumed for development of industry and economy those are each countries with goals in individual social evolution are sharply increased since the time of the Industrial Revolution, the greenhouse gases generated through the combustion of coal, natural gas and oil (i.e., fossil fuels) have made global warming to be increasingly urgent issue. The green house gases like carbon dioxide (CO_2), methane (CH_4), and nitrous oxide (NO) are playing hazards in the present times. These green house gases trap heat in earth's atmosphere and thus result in increasing the temperature of earth. The excessive emission of CO_2 when occur the actual state combustion is the major cause of global warming [1]. South Korea is a newly industrialized country where reliable energy consumption data are available back to the early 1960s. Over the last four decades, rapid changes in the level and structure of energy demand have taken place in the country. Today, petroleum, coal, nuclear energy and natural gas provide the bulk of energy needs in industrial sector as well as transportation, residential, and commercial sector. In this period we can see drastic changes in South Korea's industrial system structure, from a primarily agriculture-based industrial system to a manufacturing-based industrial system (i.e., Steel and Information and communication technology industry) [2].
