Optimization of Mercury Control on a New 800-MW PRB-Fired Power Plant

In 2010 CPS Energy started up Spruce Unit 2, the fourth coal-fired unit at the Calaveras Lake Power Plant. Spruce 2 is an 800-MW pulverized coal unit equipped with SCR, a reverse-gas fabric filter, and a limestone forced oxidation wet FGD. When the unit was permitted, it was expected that co-benefit mercury (Hg) capture would achieve the permit limit, which is based on a 12-month rolling average. However, after startup the stack Hg CEMS indicated that emissions might exceed the limit over the first 12 months. CPS Energy began a project to determine what limitedHg capture, test alternatives to improve Hg capture, and implement a solution. This paper presents the findings of this project, including existing limitations on Hg capture, the performance of two add-on technologies (activated carbon injection and KNX), and plans to implement the selected solution. Both brominated activated carbon and KNX proved very effective for this plant configuration.
