J. S. Cooper Unit 2 (Cooper Unit 2), which is owned and operated by East Kentucky Power Cooperative (EKPC), recently completed a multi-pollutant control project that included the installation of a Circulating Dry Scrubber (CDS) that is designed to achieve greater than 95% SO_2 removal with an SO_2 inlet loading of 7.2 lb SO_2/mmBtu. This is the highest design SO_2 loading of any semi-dry scrubber in the U.S. The project also added selective catalytic reduction (SCR) for NO_x control and replaced the existing cold-side electrostatic precipitator with a pulse-jet fabric filter (PJFF) for particulate control. This paper provides operation and emission performance results obtained throughout the CDS commissioning period and elaborates on the operation of the auxiliary equipment including but not limited to the lime hydrators, which produce hydrated lime for the CDS. The performance results presented will provide insight as to whether a semi-dry scrubber can compete with a wet FGD system on a facility that burns a high sulfur coal.
