Crisis communication systems have been investigated and widely applied in coping with natural disaster and contrived emergency events all over the world in the past two decades of years.With the rapid development of electronic and signal processing technology in recent years,it's urgent to update crisis communication systems by introducing new techniques,advanced strategies and powerful toolkits.In this paper,a new framework of virtual community for crisis communication is presented based on theory and technology of next generation networks (NGN ) which has the merits of open network architecture.Some key techniques of NGN are discussed,such as cognitive radio,wireless mesh networks (WMNs) and ultra-wideband (UWB) which can satisfy the updatingdemand of risk & emergency communication.
