CANADIAN FORCES JOINT SUPPORT SHIP - SYSTEM REQUIREMENTS DEFINITION AND VALIDATION

The Joint Support Ship (JSS) project will deliver three multi-role vessels with substantially more capability than the Auxiliary Oiler Replenishment (AOR) ships that they will replace. In addition to naval task group replenishment and helicopter support, they will provide significant sealift and support to forces deployed ashore. The challenges of putting three roles into one ship are augmented by the needs: 1) to be Commercial-Off-The-Shelf (COTS) without sacrificing essential military capabilities; 2) for performance-based specifications that don't ignore hard won experience; 3) to meet projected environmental regulations; and 4) to make in-service considerations integral to the project. The resulting system requirements blend military capabilities and commercial capabilities, military standards with naval ship rules and commercial ship rules, plus statutory regulations. The JSS is a complex platform that will combine features from oil tankers, vehicle ferries, container ships, dry cargo ships, hospital ships and large deck naval helicopter carriers. This paper discusses some of the diverse studies undertaken to balance all these considerations and to validate the technical and financial feasibility of the system requirements for the ship.
