Some products, such as ultra-low-carbon IF steels, require lower temperature annealing, which needs to reduce the carbon content below 13 ppm and the inclusion in steel should also be controlled as well. To meet this demand, a series of industrial experiments such as forced decarburization by oxygen blowing with top lance in RH process, metallurgical powder injection for vacuum decarburization, double slag deoxidation for inclusion control were carried out in the present study. The carbon content of all the ultra-low-carbon IF steels produced in the 4th quarter of 2008 at Baosteel arrived at less than 13 ppm and the average level of carbon content was 8.99 ppm, the T[O] content was improved as well.
