The prime mover of choice for Backup Utility Generation (BUG) at data centers is the stationary diesel engine generator. Diesel generators are identified by many State Environmental Control Boards as a significant contributor to NOx and particulate matter. Power availability, reliability, and quality needs at data centers force redundancy requirements for diesel generators for which State and Local Air Boards are unfamiliar and typically stymied regarding regulatory and permit requirements. This confusion can lead to permitting and construction delays as standard exemptions for BUGs run up against site pollutants thresholds for New Source Review and Title V permits. Several new data centers were able to approach their State Environmental Control Boards with a “controls strategy” that fast tracked the permitting process and at the same time projected a “green” mentality to the neighboring communities. This presentation discusses the regulations, options for compliance, and provides a general discussion of some operating units.
