The prime mover of choice for Backup Utility Generation (BUG) at data centers is the stationarydiesel engine generator. Diesel generators are identified by many State Environmental ControlBoards as a significant contributor to NOx and particulate matter. Power availability, reliability, andquality needs at data centers force redundancy requirements for diesel generators for which Stateand Local Air Boards are unfamiliar and typically stymied regarding regulatory and permitrequirements. This confusion can lead to permitting and construction delays as standardexemptions for BUGs run up against site pollutants thresholds for New Source Review and Title Vpermits. Several new data centers were able to approach their State Environmental ControlBoards with a “controls strategy” that fast tracked the permitting process and at the same timeprojected a “green” mentality to the neighboring communities. This presentation discusses theregulations, options for compliance, and provides a general discussion of some operating units.
