In this paper, a SOA-based engineering change impact analysis is considered using XML in the presence of non-functional requirements. Security requirement and performance requirement in E-Government are critical components of non-functional area. Without consideration of efficient and effective way to handle non-functional requirement, System Engineer cannot analyse the impact based on the system change for E-government solution. For example, if a new information assurance policy is set to the system and a new change of functionality provides potential impact in terms of the response time, it is required to conduct efficient impact analysis for decision-making. In this paper, this paper discusses customizing engineering change impact analysis to show SOA focusing on nonfunctional requirements. Also using XML engineering change impact analysis in E-Government is discussed and the proposed scheme and technique are tested.
