摘要

Twenty-First century Higher Education has witnessed many challenges in the Algerian context. Withthe educational reform taking place in our universities, I have tried to bring about a thoroughunderstanding of the real conditions that led to the adoption of the Bologna Process in our educationalsystem. As a matter of fact, I have focused on the investigation of the different conditions under whichthe LMD (Licence, Master, Doctorat)architecture has been introduced as well as the resource of itssupervision and application. One of the main thrusts of this study is to delimit the boundaries ofbenefits and shortcomings of the new system and say to what extent the Bologna Process has servedand would serve brain-drain and brain-gain under a same equality level.
