Introduction The World Bank's China Southwest Poverty Reduction Project (SWPRP) is a comprehensivepoverty reduction project, consisting of various aspects such as the development of education,health, infrastructure, labor transfer, agriculture, secondary and tertiary industries, projectmonitoring, and institution building, in which sub-projects will be conducted according to demand.The components of secondary and Tertiary industries including factories, rural fair trade markets,absorbed certain rural surplus laborers. The education component is mainly focused on facultytraining, school building construction, teaching facility purchases, and subsidies offered toextremely poor students. The health component includes constructing village level health centers,purchasing equipments, and establishing cooperative medical services system. The infrastructurecomponent includes constructing village level roads, rural drinking water projects, and powersupply projects. Labor mobility component is focused on establishing labor mobility agencies tofacilitate rural surplus laborer to look for jobs in developed areas through providing loans andtrainings. Agricultural component is mainly focused on developing planting and breeding industries,and so on. The project was commenced in the first half year of 1995 and was completed in 2002 withprominent effect and impact.
