This paper reviews several hot topics affecting emission reduction credits. Generally speaking, emission reduction credits are certified, banked emission reductions that can be used to satisfy the offset requirements of the Nonattainment New Source Review ("NNSR") air permitting program in areas designated nonattainment under the Federal Clean Air Act.
