The May 8, 2008 implementation of the New Source Review (NSR) program for particulate matter less than 2.5 micrometers in diameter (PM2.5) signaled the beginning of regulation of PM2.5 as an independent pollutant. Prior to this rulemaking, PM2.5 had been regulated under the PM_(10) Surrogate Policy due to technical difficulties with PM2.5 monitoring, emissions estimation, and modeling. As part of the NSR implementation for PM2.5, accounting for condensable PM in addition to filterable PM has also been required in establishing applicability determinations and emission limitations since January 1, 2011. To support the measurement of both filterable and condensable PM2.5 emissions, EPA revised Methods 201A and 202, respectively, on December 1, 2010.
